Unfortunately, the Greek State doesn’t share the same opinion. Thus, I am afraid that  it will take several years to legislate towards the exploitation of the third dimension information.

While we see in three dimensions, the Greek State prefers to "see" in two or even one dimension!

These days, a law concerning the Built Environment and the building identity is in public consultation. Initially, “building identity” was drafted to include all of the building drawings, such as the topographic plan showing building’s height and coordinates. However, In the current version, the Ministry is directed to a less detailed form, excluding the information of “height”, the third dimension.

Unfortunately, it seems that they will repeat the same mistake that happened with the Greek Cadastre, when it was decided to exclude the building information.

Unfortunately this way, the prospect for the Greek Cadastre to evolve into a 3d Cadastre is moving away.

A significant development however is that the “Building identity” will be connected through a unique number with the Greek cadaster. We, as an association, have asked that all the geospatial information available to the state, to be concentrated on one information system.

In Greece, the challenge is to persuade the Greek government and the private sector, to invest in the abovementioned. At our professional capacity, we can support several applications. Greek Surveyor Engineers have the expertise and the qualifications to implement these applications, because they are familiar in the volume and three-dimensional perception.

At this point, I would like to remind you the definition of the function of surveying by FIG:

• A surveyor is a professional person with the academic qualifications and technical expertise to conduct one, or more, of the following activities;
• to determine, measure and represent land, three-dimensional objects, point-fields and trajectories;
• to assemble and interpret land and geographically related information,
• to use that information for the planning and efficient administration of the land, the sea and any structures thereon; and,
• to conduct research into the above practices and to develop them.

Due to technological developments, it’s finally time to convince them that we can “see’ in three dimensions.

So, we organize on the 25-26 of November in Athens, a two days seminar concerning the modern way of surveying, recording and documenting using UAVs.

I am convinced that with your presentations you will inform us further about the opportunities regarding the 3d Cadastre, 3d city models, 3d building models, UAVs etc.

Αξιότιμες Κυρίες και Κύριοι,

Αγαπητοί συνάδελφοι,

Εκ μέρους του Πανελληνίου Συλλόγου Διπλωματούχων Αγρονόμων Τοπογράφων Μηχανικών σας καλωσορίζω στην Αθήνα και σας εύχομαι ευχάριστη και εποικοδομητική διαμονή.

Σύμφωνα με την Έφη το “11th 3D GeoInfo Conference” παρέχει ένα θαυμάσιο φόρουμ για διεθνείς ερευνητές και κορυφαίους επιστήμονες από τον ακαδημαϊκό χώρο, τις επιχειρήσεις και την κυβέρνηση, ώστε να διερευνήσουν καινοτομίες και ευκαιρίες στον τομέα των τρισδιάστατων γεωπληροφοριών, την συλλογή τρισδιάστατων δεδομένων, τις προηγμένες προσεγγίσεις μοντελοποίησης, την ανάλυση δεδομένων και της οπτικοποίησης.

Για εμάς του Αγρονόμους Τοπογράφους Μηχανικούς η Τρίτη διάσταση έχει την ίδια αξία με τις άλλες δύο.

Δυστυχώς όμως για το Ελληνικό Κράτος δεν ισχύει το ίδιο και από ότι φαίνεται θα περάσουν αρκετά χρόνια ώστε να νομοθετεί στην κατεύθυνση αξιοποίηση της πληροφορίας της τρίτης διάστασης.

Ενώ βλέπουμε σε 3 διαστάσεις, το Ελληνικό Κράτος προτιμά να «βλέπει» σε μία ή δύο διαστάσεις!

Αυτή την περίοδο είναι σε δημόσια διαβούλευση σχέδιο νόμου για το Δομημένο Περιβάλλον, όπου νομοθετείται ξανά η ταυτότητα κτιρίου. Η ταυτότητα κτιρίου στην αρχική της μορφή είχε σχεδιαστεί να περιλαμβάνει όλα τα σχέδια του κτιρίου, καθώς και τοπογραφικό διάγραμμα όπου θα περιλαμβάνει τις συντεταγμένες και το ύψος του κτιρίου. Στην σημερινή εκδοχή το Υπουργείο προσανατολίζετε σε μια πιο light μορφή, χωρίς νέο τοπογραφικό διάγραμμα που θα περιλαμβάνει την διάσταση του ύψους.

Δυστυχώς φαίνεται ότι γίνετε το ίδιο λάθος, όπως όταν από το Ελληνικό Κτηματολόγιο αποφασίστηκε να αφαιρεθούν οι πληροφορίες των κτιρίων από αυτό.

Δυστυχώς η προοπτική για ένα Ελληνικό Κτηματολόγιο που θα έχει την υποδομή να γίνει 3d Κτηματολόγιο απομακρύνετε μερικά χρόνια.

Σημαντική εξέλιξη είναι ότι η Ταυτότητα Κτιρίου θα συνδέεται μέσω του ΚΑΕΚ με το Εθνικό Κτηματολόγιο, ενώ ως σύλλογος έχουμε ζητήσει η γεωχωρική πληροφορία που διαθέτει το κράτος να συγκεντρωθεί σε ένα πληροφοριακό σύστημα.

Το στοίχημα για μας στην Ελλάδα είναι να πείσουμε την ελληνική κυβέρνηση, αλλά και τον ιδιωτικό τομέα να επενδύσουν σε όλα τα παραπάνω. Οι εφαρμογές που μπορούμε να υποστηρίξουμε ως επαγγελματίες είναι πάρα πολλές.

Οι Έλληνες Αγρονόμοι Τοπογράφοι Μηχανικοί έχουν την κατάλληλη τεχνογνωσία, ενώ είναι οι πλέον καταρτισμένοι επαγγελματίες για να τις υλοποιήσουν, διότι είναι εξοικειωμένοι όσο κανείς, στην αντίληψη του όγκου και των τριών διαστάσεων σε μικρής ή μεγάλης κλίμακας διαστάσεις.

Σε αυτό το σημείο θα ήθελα να σας υπενθυμίσω τον ορισμό του Τοπογράφου Μηχανικού σύμφωνα με την FIG:

Ήρθε λοιπόν η στιγμή, λόγω των τεχνολογικών εξελίξεων, να τους πείσουμε ότι μπορούμε να «δούμε» και στις 3 διαστάσεις.

Για τον λόγο αυτό στις 25-26 Νοεμβρίου διοργανώνουμε στην Αθήνα διημερίδα αποκλειστικά για τον σύγχρονο τρόπο αποτύπωσης, καταγραφής και τεκμηρίωσης με την χρήση UAV.

Είμαι σίγουρος ότι στις παρουσιάσεις που θα ακολουθήσουν θα μας ανοίξετε ακόμα περισσότερο τα μάτια στο τι μπορούμε να κάνουμε όσον αφορά το 3D Κτηματολόγιο, 3d city models, 3d building models, UAV etc.
